January 10, 1979 Local 411 donates $200.00 to Etobicoke Fire Fighters to help defer the funeral costs from the Kimberly Clark fire.

February 14, 1979 Members discuss getting fitness equipment for the fire halls with the assistance of the 50% Wintario lottery grant.

Local 411 purchases a 1/3 page ad for the 1979 Sudbury Convention Book.

March 26 - May 28, 1979 One consultant attends the CLC union counselling course.

March 14, 1979 $1.00 per member is donated to the IAFF Emergency Defense Fund.

A filing cabinet is provided for the Health and Safety Committee.

Members pass a motion to approach the Chief "regarding giving out information by the switchboard operator regarding the nature of emergency calls to the media."

April 11, 1979 The Vacation Committee report is accepted by the Executive, and posted as a Notice of Motion.

Seven Constitution changes are considered by the membership. Only the change of general meetings from Tuesday to Wednesday passes.

Members unanimously pass a resolution relating to OMERS which is taken to the OPFFA Convention.

May 9, 1979 Members vote to take a group grievance forward on behalf of Metro Pension members to implement the FAE pension.

Members reject a motion to send delegates to the Canadian Conference in St. Johns Newfoundland.

Members vote to take up the issue of safety gloves with the Chief.

Members debate on the interpretation of the Constitution clause on eligibility for office. The Chair rules that anyone can be eligible for office, and wins a challenge to the Chair.

Several people are nominated for each office.

May 14, 1979 The Chair acts on complaints about the nomination process by holding an special executive meeting with the complainants and the IAFF 13th District Vice President in attendance. Nominations from the April meeting are declared out of order.

May 17-18, 1979 Two consultants attend the Occupational Health and Safety and Workmen's Compensation Seminar at the King Edward Hotel.

May 25, 1979 Recall of Nominations of Officers with IAFF V.P. William Goldson and OPFFA 1st District VP Norman Holmes in attendance.

June 3-7, 1979 Four delegates and one alternate attend the OPFFA Convention in Sudbury.

June 11, 1979 The Vacation Committee report is adopted by the membership.

The negotiating Committee states that it will recommend rejection of the Corporation's final offer to the new executive.

June 19, 1979 A special executive meeting is held to allow the previous executive board to inform the executive of situations pending and the status of committees.

June 25, 1979 Members unanimously endorse an executive recommendation to reject the Corporation's 1979 contract offer.

September 12, 1979 Local 411 donates $225.00 to the Dystonia Foundation for Research in remembrance of Charles Saundercook.

Members approve the expenditure of funds for "proper stationery, rubber stamp, bulletin boards, etc. for the Safety Committee."

Members vote to let R. Jones keep the storage cupboard in his home "as a gesture of our Association's appreciation for his years of unselfish service."

Ronald Brown and Gary Davies are accepted into Local 411.

Members approve one consultant to the basic Union Counselling Course, and one to the advanced course.

September 21, 1979 A special meeting is held to consider the 1979-1980 Terms of Settlement. The executive recommendation of acceptance is narrowly accepted.

October 10, 1979 Members consider twelve Constitution changes, and pass four. All accepted changes are with respect to eligibility for office.

October 15-18, 1979 All new executive members and the pension representative attend the OPFFA Seminar in Niagara Falls.

Members vote to proceed to a grievance if the Pension By-Law is not drawn up by the end of October 1979.

A vote of thanks is extended to the Negotiating Committee for their efforts.

November 13, 1979 The Treasurer's typewriter is replaced for $340.00 including a trade-in.

Local 411 sends a letter to the Mississauga Fire Fighters Association in commendation concerning the train deraillment.

November 13, 1979 A motion at a special meeting that "members of this Local support the Executive in their endeavours in regards to the Policies and Procedures grievance is ruled out of order by the Chair.

December 12, 1979 Santa Claus attends the children at the Northwestern General Hospital.

$100.00 is donated to the Beech Hall Telethon to aid moving expenses of senior citizens returning to the complex.

Local 411 submits the per capita tax to the Canadian Association of Fire Fighters up to December, 1980.

A presentation is made to the McKittrick brothers. Members approve that a picture and explanation of the presentation be submitted to the IAFF for possible publication.

A committee is struck to study the feasibility of an annual Christmas party for the children of members, and/or a separate dance for the adults.

January 7-9, 1980 Two delegates attend the Grievance Disputes Seminar and one the Advocate School at The Firefighters Club.

March 12, 1980 A letter of appreciation is sent to R. Jones for his help in attaining the added benefit derived from the Anti-Inflation Board for the year 1978.

A motion to conduct a poll of the members "to ascertain the feeling of the present method of reporting for duty as opposed to the line-up" is defeated.

March 22-23, 1980 Two members attend a pension seminar sponsored by the Metro Toronto Labour Council and the Humber College Centre for Labour Studies.

April 9, 1980 Two members are approved to attend a collective bargaining course sponsored by the Metro Toronto Labour Council and Humber College.

Ten dozen pairs of white gloves are purchased for future parades and funerals.

Constitution amendments concerning pension representatives, and changes to one Constitution meeting are approved by the members. The word "firemen" is changed to "fire fighters" where it appears.

April 11-13, 1980 One member attends a pension seminar, and one member attends a Municipal Politics course sponsored by the Metro Toronto Labour Council and the Humber College Centre for Labour Studies.

April 14-17, 1980 Five consultants attend the OPFFA Seminar in Niagara Falls.

May 14, 1980 Members vote to withdraw negotiations regarding Article 14 at this time, and resubmit for negotiations in 1981 if so desired by the membership.

June 2-5, 1980 All executive members (excluding the Sitting Past President) attend the 60th OPFFA Convention in Cornwall.

June 18, 1980 Members approve a retirement dinner-dance.

A dues increase from 1/12% to 1/10% monthly is defeated in a secret ballot.

August 16-20, 1980 Two delegates attend the IAFF Convention in Toronto. Local 411 provides a hospitality room.

September 10, 1980 $75.00 is donated to Muscular Dystrophy.

A turnout coat is donated to the McKittrick brothers for use in their canteen service.

October 8, 1980 Frank, Ralph and Mrs. Sam McKittrick are given 6 tickets to the retirement dinner-dance to show our appreciation to their numerous efforts on our behalf.

Members vote "that any candidate defeated in the current election is ineligible to stand for any other position not yet determined."

November 3-6, 1980 Four consultants attend the 44th OPFFA Education Seminar in Niagara Falls.

November 12, 1980 Members vote to support a brother in a wrongful dismissal grievance.

Fire Chief agrees to participate in the formation of a safety committee in compliance with the Health and Safety Act.

Local 411 starts to investigate the feasibility of having an office.

A member was appointed to be responsible for the perusal of all pertinent data (negotiations, pensions, income tax) in the three major newspapers.

A gift was provided to the caretaker in the Centennial Building.

November 26, 1980 Two members attend the Occupational Health and Safety Act seminar at the Firefighters Club.

December 10, 1980 Treasurer reports that Local 411 sold $11,000.00 worth of MD draw tickets.

Local 411 supports the Mayor's blood donor clinic.

Local 411 sponsors a baseball team in the York Baseball League.

December 18, 1980 Santa Claus provides toys to the children at Northwestern General Hospital.

January 14, 1981 George Cefai and Peter Hayes are accepted into Local 411.

Local 411 sends a letter of condolences to the Calgary local regarding a fire fighter death.

A committee is established to look into the feasibility of a photo/news award sponsored by Local 411.

Members pass a motion to hold a retirees dinner-dance on a rotating basis, and that retired members and escorts tickets be provided by Local 411.

February 18, 1981 Members pass a motion to authorize the maximum amount of $300.00 per month for office space.

March 9, 1981 An executive meeting is held in the new office at 1923 Weston Road.

A grievance is filed on fringe benefit reductions because of the change of carriers.

$50.00 is donated to the Mississauga Etobicoke Fire Canteen for a fire at Facelle on February 25, 1981.

April 3, 1981 A special meeting is held to ratify the Memorandum of Settlement for the years 1981-1985.

April 8, 1981 Local 411 requests administration to provide a fridge, stove and PA system for station #4, and an alarm bell for the rear hallway of station #2.

Constitution changes recommended by the Executive Board are all supported by the members.

April 13-16, 1981 Four consultants attend the 45th OPFFA education seminar in Niagara Falls.

May 23, 1981 One consultant attends the Conference on Legal and Medical Aspects of Cardiac Care at the Constellation Hotel.

May 25-27, 1981 Two consultants attend the Firefighters Fitness and Health Workshop.

June 1-4, 1981 Four delegates and one alternate attend the OPFFA Convention in Ottawa. Local 411 buys a quarter page in the convention book for $25.00.

June 10, 1981 Local 411 requests an amendment to the York Pension By-law allowing an executive board member to attend York Pension Plan meetings.

July 14, 1981 The Executive sends a letter to the Mayor, Council and Board of Control expressing concern over the hiring policy of the Corporation.

September 9, 1981 Doug Strauss, Jon Jones, Rod Hadath and Ron Jenkins are accepted into Local 411.

Chief allows time to be used for physical fitness programmes in stations, provided station officers are aware at the time for compensation purposes.

Revised copies of the Constitution are placed in stations.

September 18, 1981 Arbitration hearing for a wrongful dismissal grievance is held.

Safety Committee recommends that fire fighters ride in the "bucket" (no more back step).

October 1, 1981 Local 411 sponsors the District 1 meeting at the Firefighters Club.

Arbitration fees of $2319.00 for wrongful dismissal grievance ordered paid ($530.00 for arbitrator, $1789.90 for lawyer).

Local 411 sponsors a team in the York Baseball League.

A letter is sent to the Mayor and Council "stating the Association's objection to current activities by the Mayor in the fire stations regarding employee benefits."

October 14, 1981 General meeting held in union office because of CUPE Local 840 strike.

A motion to rescind the invitation to the Mayor and escort for the Annual Retirement Dinner-Dance is narrowly defeated.

October 19-22, 1981 Two consultants attend the 46th OPFFA Seminar in Niagara Falls.

October 31, 1981 Annual Retirement Dinner-Dance is held at the Luna Ballroom. IAFF and OPFFA representation is invited.

November 8-12, 1981 Two consultants attend the 6th John P. Redmond Symposium on Occupational Health and Hazards in the Fire Service.

December 9, 1981 Members approve a per capita increase of 5 cents per member per month (to 25 cents) for the Canadian Association of Fire Fighters.

December 17, 1981 Children's Christmas party held at Northwestern General Hospital.

January 13, 1982 Members approve a per capita increase of 5 cents per member per month (to 25 cents) for the Canadian Association of Fire Fighters.

Members discuss proposals regarding "Article 16" and "Working Conditions." Most deal with Health and safety issues.

William Burgess, Marion Corvari, Steven Serheniuk and Ben Ritopecki are accepted into Local 411.

February 10, 1982 Members approve a $1.00 per member contribution to provide a testimonial gift to Executive Secretary-Treasurer Ed Hothersall of the OPFFA.

Local 411 approves payment of refreshments for after the funeral of brother Wilf Kennedy.

Members approve five resolutions to be sent to the OPFFA Convention, all health and safety related.

March 19, 1982 Three consultants attend the IAFF Workshop at the Firefighters Club.

April 5-8, 1982 Five consultants attend the 47th OPFFA Seminar in Niagara Falls.

April 14, 1982 Annual Constitution Meeting held considering major changes to procedures and duties.

Twenty-four resolutions are presented. All are accepted. A total of ten people vote at both meetings.

May 12, 1982 Leslie Stevenson and Donna Rose are accepted into Local 411.

Local 411 sends a letter to the Corporation requesting that a Canadian flag be displayed in the room used for our Association meetings.

May 31-June 3, 1982 Four delegates attend the OPFFA Convention in Niagara Falls.

Local 411 buys a quarter page in the convention book for $25.00.

Local 411 provides a hospitality room in support of Brother Wlodarczyk's candidacy for 1st District VP of the OPFFA.

July 13, 1982 Local 411 provides carpets for workout rooms in Stations 1, 2 and 3.

August 2-6, 1982 One delegate attends the IAFF Convention in Chicago.

August 24, 1982 Local 411 reinstates A. M. Beardshall as an active retiree with the IAFF.

John Blair is accepted into Local 411

October 13, 1982 A motion to raise per capita to the CAFF from 25 cents to 50 cents per member per month is defeated.

Members vote to increase the per capita tax to the OPFFA by 73 cents per member per month "to provide for the withholding of per capita taxes by the Toronto Fire Fighters Association."

Members give the President the authority to appoint members to vacant pension representatives and auditors positions.

Members approve reduced union dues for dispatchers at 1/11 of 1% per month based on their top salary.

October 18-21, 1982 Four consultants attend the OPFFA Seminar in Niagara Falls.

November 6, 1982 Annual Retirement Dinner-Dance is held at the Luna Ballroom. OPFFA and IAFF representatives, the Fire Chief and Ralph and Frank McKittrick are provided with tickets.

November 10, 1982 Members vote to disaffiliate and disassociate itself from the Canadian Association of Fire Fighters.

Dr. Eric Taylor is paid for professional services pertaining to the problem regarding department rules and regulations.

Members approve the purchase of a telephone answering machine for the Association office.

December 8, 1982 Members approve the purchase of a Santa Claus suit.

R. Jones and J. McVey are presented with 25 year pins.

December 22, 1982 Christmas party for the children and seniors at Northwestern General Hospital.

January 14, 1983 Local 411 purchases insurance for station televisions, radios and converters.

March 2, 1983 Local 411 seeks a 5% raise for civilian dispatchers, in line with CUPE raises.

April 5, 1983 Local 411 passes several resolutions for the OPFFA Convention, including one to censure Executive Members for holding a referendum without the proper authority.

Minor constitution changes are passed. Proposals for Local 411 to take responsibility for the replacement and repair of TV's and cost of cable and PAY-TV, a draw for members who attend union meetings and a freeze on union dues fail.

June 1, 1983 The Association Office moves to 8a John Street, Weston.

June 15, 1983 OPFFA President Patrick R. Burke and IAFF 13th District VP Elliott Hastings are invited to the members' meeting to answer questions regarding IAFF-OPFFA affiliation.

September 29, 1983 Members vote to disaffiliate from the OPFFA.

October 19, 1983 A sick leave committee is established by Local 411 to study sick and LTD plans and funding.

October 19, 1983 A vacation committee is established by Local 411 to study different vacation schedules.

October 28, 1983 Retirement Dinner-Dance is held at the Luna Ballroom, cost $20.00 per person. The dance is sold out.

December 19-21, 1983 Local 411 members volunteer for the "York Mission Solidarity" campaign to distribute food and gifts to needy families.

February 15, 1984 A "Totul Fitness System" exercise unit is placed in Station #2 for a two-week trial.

February 27, 1984 John McVey is appointed as the Workers' Compensation representative by the President.

March 14, 1984 Constitution changes deleting references to the OPFFA, and changing duties of officers are passed.

April 25, 1984 Members who had a waiting period to get into the OMERS pension plan are offered the ability to "buy back" the waiting period. The average cost of "buy back" is $473.00.

May 14, 1984 Local 411 assumes the costs of replacement and service for TV's in the Communications Division and the station watch rooms.

June 15, 1984 Local 411 receives and posts a thank you letter from Brother Rodney Hadath, who members worked for.

June 20, 1984 Members work for Brother Russ Senechko to make up his full fire fighters' salary while he works in Communications. Civilian Dispatchers are exempt.

September 7, 1984 Members no longer work for Brother Rodney Hadath.

October 12, 1984 Retirement Dinner-Dance is held at the Luna Ballroom.

October 15, 1984 Members are urged to look into getting a will, especially in light of beneficiaries for pension and sick leave.

October 23, 1984 Members work for Brother Richard Hayden for seven days a month while he is in Communications.

November 16, 1984 Annual Retirement Dinner-Dance is held at the Luna Ballroom.

December 5, 1984 A committee to establish "Fire Fighter of the Year Awards" is established.

December 12, 1984 Members pass a motion that all articles purchased by this Association, if possible, be produced or assembled in Canada and purchased from a business in the City of York.

Approval is given to pay hospitalized members' telephone bills, and send them a basket of fruit.

December 24, 1984 Local 411 members visit Northwestern General Hospital and the Harold and Grace Baker Centre.

January 10, 1985 Local 411 affiliates with the Provincial Federation of Ontario Fire Fighters.

February 11, 1985 Local 411 moves its General Meeting to Fairbank hall to accommodate the Board of Education Caretakers' strike.

A promotional clause study committee is established by Local 411.

March 29, 1985 Constitution changes incorporating the inclusion, Provincial Federation of Ontario Fire Fighters, increased expenses, and providing refreshment's after a member's funeral are passed.

May 7, 1985 Local 411 pledges full support to the OAFC/Toronto Blue Jays 1985 Fire Safety Card Programme.

May 17, 1985 Local 411 co-sponsors the Annual Driver of the Year Award with the Department.

June 8, 1985 Local 411 competes in the Annual Bed Race at the opening of the Weston Farmer's Market.

September 11, 1985 A motion is introduced requiring Association members to be approved by the membership before participating on any Committee, Board or Advisory Position. The President rules this to be treated as a Constitution change.

September 25, 27, 1985 Local 411 holds a Pension and Investment Seminar with speakers from the City, Canada Pension Plan and Brain Costello. A transcript of the presentation is made available to all Local 411 members.

September 27, 1985 Local 411 members sell tickets for the Northwestern General Hospital car draw.

October 9, 1985 Election of Officers: President: Robert Wlodarczyk, Vice-President: Lorne Campbell, Secretary: W. Bruce Parker, Treasurer: Andrew Kostiuk, Directors: Colin Ash, Jim Cox, John McVey.

November 4, 1985 Notice binders are placed in the fire halls and divisions.

November 13, 1985 A double meeting is held to discuss bargaining proposals. Since this is the first round of negotiations in five years, the meetings start one hour earlier than usual to accommodate the large number of submissions received.

November 15, 1985 Local 411 holds the Annual Retirement Dinner-Dance at the Luna Ballroom.

December 23, 1985 Local 411 members visit Northwestern General Hospital and the Harold and Grace Baker Centre.

Members sell $2,096.00 worth of NWGH Car Raffle tickets.

January 28, 1986 Members work for Brother R. Hayden.

March 11, 1986 PFOFF windshield decals are made available to members.

April 30, 1986 Constitution changes requiring approval for department committee members and a clarification of the definition of "volunteering for duty" pass.

May 5, 1986 Members work for Brother Russ Senechko.

June 3, 1986 York Fire Department's mascot Smokey officially retires at 14:00 hours. A party is held in his honour with fire fighters, the Mayor and news media present. Smokey goes to live in Wilberforce with retired Captain Al House.

August 8, 1986 A Logo Committee is appointed to set up a contest to choose a new logo for Local 411.

August 14, 1986 A special meeting is held to approve the Memorandum of Settlement for the 1986 collective agreement. The memorandum is rejected by the members.

October 8, 1986 Election of Officers: President: Robert Wlodarczyk, Vice-President: Lorne Campbell, Secretary: W. Bruce Parker, Treasurer: Andrew Kostiuk, Directors: John McVey, Tony Mintoff, Dave Wyatt.

October 17, 1986 A new Memorandum of Settlement is placed in the halls for members' consideration.

October 2, 1986 A special meeting is held to approve the new Memorandum of Settlement for the 1986 collective agreement. The memorandum is accepted.

October 29, 1986 W. Bruce Parker is promoted to Deputy Chief.

The Executive Board recommends appointments to fill the vacancies.

November 13, 1986 Members reject the Executive Board appointments, so nominations for Secretary, and possibly other positions, are called.

November 20, 1986 Safety shoes are required for fire fighters. The safety committee publishes specifications, and a $30.00 shoe allowance is negotiated starting in 1987.

November 24, 1986 The Annual Retirement Dinner-Dance is held at the Luna Ballroom.

December 23, 1986 Local 411 members visit Northwestern General Hospital and the Harold and Grace Baker Centre.

January, 1987 Members receive Sick Pay Payout Option Forms to choose a method of payment.

January 28, 1987 Roll-a-way cots provided by Local 411 are allowed for the watch rooms.

February 2, 1987 The Association co-operates with the Department, Greenborough Community Church and the Weston Area Emergency Service to make York fire galls permanent food bank collection points..

February 22, 1987 Local 411 participates in a Tug of War with police from 12 and 13 Divisions at the City of York Snow Carnival.

April, 1987 The Vice President's position becomes vacant because of retirement, and nominations are called for.

May 16, 1987 Members participate in selling tickets for the Humber Memorial Hospital Car Draw.

June 10, 1987 Members approve the purchase (not to exceed $2000.00) of an IBM compatible computer, monochrome monitor, printer and necessary cables and accessories.

Michael Collins is elected as Local 411 Vice President.

October 24, 1987 Conditions are set by the Corporation for those who wish to buy back optional service in OMERS.

November 13, 1987 The Annual Retirement Dinner-Dance is held at the Luna Ballroom.

December 23, 1987 Local 411 members visit Northwestern General Hospital and the Harold and Grace Baker Centre.

February 10, 1988 Members vote to have Local 411 take over payment for cable, PAY TV, TV's, and service. A dues increase is required for this, and passes in March 1988.

March 6, 1988 Local 411 participates in a Tug of War with police from 12 Division at the City of York Winter Carnival. The police finally win the help of sandpaper glued to their shoes.

April 11, 1988 Members start to work for Sister Linda Metz.

April 27, 1988 A Special Meeting is held to consider the 1988 Memorandum of Settlement.

May 11, 1988 Members vote to purchase 2000 Local 411 Lapel pins at a cost of $3600.00, featuring the new Local 411 logo.

September 1, 1988 The Department allows the use of time owing as a substitute for working for members void of sick credits.

May 24, 1989 A Special Meeting is held to consider a 1989 Memorandum of Settlement.

June 10, 1989 Members participate in selling tickets for the Humber Memorial Hospital Car Draw, and attend the opening of the Weston Farmer's Market.

August 9, 1989 A Special Meeting is held to consider the 1989 Memorandum of Settlement, and vote on a new classification: "Assistant Deputy Chief".

September 13, 1989 Members vote to donate $1500.00 to the York Auto Extrication Team for the competition in Montgomery, Maryland in October.

November 8, 1989 A motion to give the York Township Firefighters Welfare Corporation a one time grant of $2500.00 fails.

December 21, 1989 Local 411 members visit Northwestern General Hospital and the Harold and Grace Baker Centre.

February 4, 1990 Local 411 participates in a Tug of War with police from 12 Division at the City of York Winter Carnival.

May 1, 1990 A motion to donate $2400.00 to the Welfare Corporation in four equal installments is rejected.

September 12, 1990 $1500 is donated to the York Extrication Team 90 for a competition in Seminole County, Florida.

November, 1990 Members who want Hepatitis B vaccinations get them at work paid through the CUMBA benefit plan.

January 9, 1991 Terry O'Dowd is initiated into Local 411.

An Acting Platoon Chief approaches the Executive with a complaint about junior actors getting more acting time.

Construction of new Station #4 is ongoing. Crews work in a half-finished hall. The Association tries to obtain cable television for the station, and investigates the cost of satellite dishes. Video tape rentals are paid for by Local 411 until television can be obtained.

Local 411 provides Canadian flag stickers to be worn on fire fighters' helmets to honour our troops in the middle east.

February 12, 1991 The John Koci Award is given to Barrie Moir, and the Robert Ludlow Award for Bravery is given to Mike Howard.

An ad for the PFOFF Convention book is purchased for $250.00.

March 13, 1991 First record of a Local 411 member off on maternity leave.

Members donate $3000 to offset the cost of a bed lift for an ill Brother.

The Department proposes hiring back a retired officer as a "consultant."

Grievances are filed regarding a shift transfer, and an alleged threat by an acting officer to a fire fighter.

A grievance on the secondments of a Captain in the suppression division top Training is dropped when the idea is dropped by the Department.

April 7-11, 1991 Four members attend the PFOFF Seminar.

April 17, 1991 $500.00 each is donated to MS for a 150 km bike ride, and the York Fire Fighters Slo-Pitch Team. The York Baseball League receives $300.00 for sponsorship of a team.

A fax machine is obtained for the office at a cost of $1000.00.

May 8, 1991 The safety committee tests balaclavas.

The Department provided baseline hearing tests for members.

$250.00 is donated to the Salvation Army.

September, 1991 Local 411 donates $1500 to the 1991 York Auto Extrication Team, and hosts a hospitality suite at the competition in Mississauga.

September 11, 1991 Members vote to proceed to arbitration for the 1991 collective agreement.

$50.00 is donated to the IAFF Fallen Fire Fighter Memorial.

October 7, 1991 Election of Officers: President: William Waugh, Vice President: Mike Collins*, Secretary: Jon Jones*, Treasurer: Jim Donohoe, Directors: Jim O'dell*, Dan Adams. (* indicates 2nd year of a two-year term). There is a tie for the Director's position.

November 13, 1991 A Special Elections Committee is established to deal with the tie.

Michelle Cooper, Ian Portigal and Terry Stevens are sworn into Local 411.

$100.00 is donated to the ANAF Branch 383 for the Sunnybrook Veteran's Christmas Party.

Several members are approved by the membership to sit on Department committees.

A committee is established to look into a policy on tributes for departing executive members.

  • Reduction of work week from 42 hours to 40 hours with surplus two hours per week payable in cash or time off.
  • Annual Acting Captains exams with an eligibility list.

  • Maintenance of all employer benefit/pension contributions during Parental/Pregnancy leave.

February 12, 1992 Ron Barben, William Brown, David Juby, Raymond Millar, Kevin Nichols and Dan Stiver are initiated into Local 411. Brian Burbidge, Robert Delo, John Drimmie and Joe Palmieri are accepted into the Local.

Water rescue is added to fire department operating and regulating by-law.

A CIS debriefing is held for crews after a call involving a child thrown from a balcony. Members criticize the process.

March 11, 1992 Bryan Burbidge,John Drimmie and Joe Palmieri are initiated into Local 411.

A member's denial for Workers' Compensation benefits puts him into a deficit situation for sick time credits.

Constitution changes redefining "the current year" for election purposes from October to September, and to require the posting of Association financial statements are passed.

April 6, 1992 Robert Fox is initiated into Local 411.

Jon Jones reports on attendance at the PFOFF Advocates School and an OFM Employment Equity Seminar.

May 13, 1992 $400.00 is approved for a team entry in the Southern Ontario Fire Fighters' Softball League, and $225.00 is granted for equipment.

June 17, 1992 A motion for Local 411 to provide $8,000.00 dollars for fitness equipment is postponed indefinitely.

Local 411 members are approved for the CIS Committee.

July, 1992 A member is dismissed for allegedly working while receiving Workers' Compensation benefits.

$300.00 is donated to the bicycle ride for MS.

Local 411 rents a van for the funeral of a North York fire fighter.

An ad in the IAFF Convention book is purchased for $267.50.

$275.00 is donated to the Salvation Army Red Shield Appeal.

Local 411 approves providing photographs for the Fire Services Exemplary Service Medal investiture at Station #4.

Donald Culver resigns.

August 28, 1992 A special meeting is held to consider a motion to withdraw a discipline/discharge grievance. It passes, with an amendment requiring it to be legal, "and before the issue goes to Council." (Legal advice later suggests that the motion is illegal since it breaches the grievor's rights under law.)

September 9, 1992 A standing rule to not expend greater than 1/3 of the general account without 2/3 majority vote of the entire membership is passed.

A letter of support is sent to the Metropolitan Toronto Police Association in respect of their job action against the province's proposed "use of force" regulation.

November 9, 1992 The Department commences WHMIS training.

Members vote to expend $5,000 on fitness equipment to be matched by the City.

Negotiations continue with respect to a Senior Fire Fighter classification at 102% of a Fire Fighter 1st Class.

$1500.00 is donated to the York Extrication Team.

December 9, 1992 $275.00 is donated to the Salvation Army's Red Shield Appeal.

$300.00 is granted to enter a second team in the SOFFHL Hockey Tournament.

Members approve Local 411 to host the Spring 1993 PFOFF District 1 meeting.

Participation by the Association in York's 200th Anniversary Celebrations on June 1, 1993 is endorsed by the members.

January 13, 1993 $300.00 is granted to the "first team" in the SOFFHL Tournament.

A holiday committee is struck to report to the Executive.

February 10, 1993 Local 411 sponsors a team in the York Baseball league $300.00.

Five Constitution changes are recommended by the Executive Board. All are defeated.

April 15, 1993 Several Local 411 members are approved to sit on the department's First Aid Committee.

An ad is purchased in the Etobicoke PFOFF Convention book for $400.00.

Members vote to purchase a leather jacket for retiring Fire Chief Bruce Parker.

May 12, 1993 $275.00 is donated to the Salvation Army Red Shield Appeal and $300.00 for the MS Bike-a-thon.

Local 411 provides $500.00 towards the entry fee for the City of York Fire Department Softball Team.

June 16, 1993 The York Extrication Team is sponsored for $1500.00.

Members vote to change working for members void of sick credits from day shifts to actual shifts worked.

A motion to send a delegate to the John P. Redmond Foundation Conference in Boston is defeated.

$500.00 is donated for a York Baseball team.

August 31, 1993 Council denies grievances on withholding pay, bi-weekly payment and layoffs arising from the Social Contract Act.

September 8, 1993 Members vote to take the grievances on withholding pay, bi-weekly payment and to arbitration.

A letter is written to the Fire Chief about calling back officers when members book sick, or go off on Social Contract days.

A motion to to withdraw from the Provincial Federation of Ontario Fire Fighters fails for lack of a seconder.

Members vote to proceed to arbitration on the "broken service" grievance (Social Contract).

A motion to refrain from reading the Good & Welfare roll at general meetings is defeated.

November 13, 1993 Executive board writes to the City requesting a meeting for Social Contract negotiations with at least one member of Council present, before the March 31 deadline.

Local 411 requests the ability to work for Brother Tom Snider 42 hours per week.

December 8, 1993 Local 411 unanimously supports a position to go on record opposing the Fire Chief to appoint a member of Fire Suppression Staff to go into the Training Division to assist with training new recruits unless the staffing deficiency is addressed.

$275.00 is donated to the Salvation Army Red Shield Appeal.

January 12, 1994 A special meeting is held to discuss the status of Social Contract negotiations and to hear a report from the sub-committee on regular fire fighting duties.

February 3, 1994 Social Contract mediation takes place at 2700 Eglinton Ave. W. with mediator Lee appointed by the province.

Members vote that Local 411 urge members to no longer report to callbacks under normal situations (low personnel) until the Corporation hires sufficient personnel.

Members vote to urge members to cease and desist from nozzle repair, hose repair, s.c.b.a. service, extinguisher repair, instructing in first aid and CPR training (except Training Division), ladder repair, compressor service and maintenance, small tool repair, electrical work, plumbing, carpentry, painting and committee work until such time as a job description is negotiated.

Two delegates are sent to the PFOFF Health and Safety Conference at a cost of $100.00.

$200.00 is donated to the ANAF #383 for the Sunnybrook Veterans party.

The Association studies the possibility of establishing a media relations system to contact the media on issues in the Associations interests.

February 9, 1994 Local 411 sponsors a team in the York Baseball Association for #300.00.

Members vote to proceed to arbitration on a grievance involving letters of reprimand.

Local 411 pays the costs of the production of the hospital visit calendar for Santa Claus.

$65.00 dollars is donated to send school children to a Blue Jays game for a fire prevention programme on the condition that the President presents the prize.

March 9, 1994 Khaled Mously, Tome Hunse, Mark Petter, Kellie Hutchcroft, Andy McDowell and Chris Hussey are initiated into Local 411.

The "Leave of Absence" (Social Contract) grievance is withdrawn by Local 411.

Tome Hunse thanked the Association for its efforts on obtaining promotional increments for members lower than first class on behalf of his recruit class.

April 13, 1994 Grievances on requests for medical information and a sick time issue are filed, and denied by Council. Members vote to take the medical information grievance to arbitration.

Local 411 purchases a 1/2 page ad in the 1994 PFOFF Convention Book for $350.00.

$500.00 is donated for a hospitality suite at the PFOFF Convention.

May 11, 1994 $275.00 is donated to the Salvation Army Red Shield Appeal.

Local 411 establishes a committee to survey a fair and equitable payment to fire fighting staff for extra duties performed outside of regular functions.

October 12, 1994 An Executive Recommendation to suspend financial support for charities until October 1995 is rejected by the membership.
